I’m new to this forum and restoring my Garcia Mitchell 300. My question is. How do I remove the rotor off of the stem?

Welcome Crewman, 
To remove the rotor, first remove the spool.
Next, you will have to remove the Axle (attaches to bottom of spool). To remove the axle you must first open up the reel. Do this by removing the 3 cover plate screws. Separate the cover plate and the housing carefully, try and make sure the components attached to it stay in place. Set the cover plate, and its parts, aside and take the housing and remove the pivot gear by pulling it straight up. Next, using a small screwdriver gently pry up on the rearward end of the slide and remove it. There is a small pin on the bottom of the slide. When you pry up the rearward end of the slide the pin should disengage form the axle. Now you can remove the axle by pulling it out by the pronged end.(Be careful not to bend or break the tiny prongs) The last leg involves working inside the rotor.
Get a socket wrench or a Mitchell Tool and remove the hex nut, try and avoid scratching the baffle plate. Once you have removed the hex nut you will be able to remove the baffle plate but the baffle plate has a tiny key tab in the center, that fits into the rotor axle. This key prevents the baffle plate from turning so try not to break it. Gently rock the baffle plate by its outer edges by alternately pressing on it from opposite edges. Try and loosen it up so you can get the center tab out of it's slot in the axle. At the same time apply just a little force from the rearward side of the rotor. If you can free up the little tab, then the baffle plate will pass over the threaded end of the rotor axle and can be removed. There should be a washer, directly under the baffle plate and under the washer 2 shims. (One or all of these parts frequently stick to the baffle plate.) Place these in a safe place as they must go back on in the same order they came off, if possible. You can now slide the rotor completely off of the axle and you are done.
I will attach a schematic below to help guide you.
Try not to force anything. Proceed as gently as possible because your reel may not have been taken apart for a long while. If you run into trouble, shoot us another post and we can walk you through. The first time will be most peoples hardest. It gets easier the more you do it.
